How far some such change is at present feasible I must leave you to decide after further consideration in the light of local knowledge, but I should not feel confident that it would be either possible or desirable to contract the teaching in the elementary schools to the extent contemplated by this proposal.

On the other hand, I hope that you may be able to devise some modifications in the existing system which will give it more unity by making the work of the Queen's College supplement without overlapping the work of the elementary schools. The college, in short, should gradually be made more of a secondary and less of an elementary school. I am inclined to think that one step at any rate may be taken at once, and that the college should be withdrawn from the cognizance of the Inspector of Schools, being either placed under a Board of Governors or at any rate tested by a Board
